01. Policy and Regulatory Framework for Next Generation Networks in Sri Lanka - Next Generation Networks (NONs) carry all types of services, including voice, video and e-mail, on a common platform. This 'network convergence' allows operators to save money by having to maintain only one network platform and to provide new services that combine different types of data. NGNs are more versatile than traditional networks because they do not have to be physically upgraded to support new types of services. The proposal made by H.E. the President, to adopt the Policy and Regulatory Framework for Next Generation Networks in Sri Lanka, was approved by the Cabinet.

 

02.'Galawatta Land' Development Project at Panadura - Panadura town is one of the main commercial and service centres in the Kalutara District. The Galawatta Land is located at the entrance to the Panadura Town Centre and it is proposed to develop it as a public square. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to relocate the families and 35 commercial units to be displaced, commence the project with Rs.25 million made available in 2013 and complete the project in 2014 with the balance funds amounting to Rs.40 million to be provided, was approved by the Cabinet.

 

03. Release of Land from Palmyrah Model Farm at Weerawila for Export Production Village - the Palmyrah Development Board has established a Palmyrah Model Farm in a land of approximately 23 acres in the Hambantota District. The proposal made by Hon. Douglas Devananda, Minister of Traditional Industries and Small Enterprise Development, to make available half of the extent of the land for the Export Production Village functioning under the Hambantota Development Foundation, for the cultivation of vegetables and fruits, where a large number of females from adjoining areas have been provided employment, was approved by the Cabinet.

 

04. Suitable Land for the Establishment of the University College, Matara - the objective of establishing University Colleges is to expand the intake capacity for the Diploma level programmes of National Vocational Qualifications (NVQ) and produce middle level technicians to meet the industry demands of the country. The proposed University Colleges are scheduled to be commenced from January 2014. One such university  College is intended to be setup in Matara in a land located at Maddewatta, Matara which belongs to the Food Department under the Ministry of Co-operatives and Internal Trade. The proposal made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to pursue action on this matter, was approved by the Cabinet.

 

05. Deyata Kirula National Exhibition 2014 - Construction of E-laboratories in Kurunegala and Puttalam Districts - the Ministry of Telecommunication and Information Technology has decided to establish 75 E-Iaboratories in the Kurunegala District and 50 in the Puttalam District, parallel to the Deyata Kirula National Development Programme and Exhibition 2014. Of these E- laboratories, 25 in the Kurunegala District and 15 in the Puttalam District will be constructed in 2013 and the remaining 85 in 2014. The proposal made by Hon. Ranjith Siyambalapitiya, Minister of Telecommunication and Information Technology, to proceed with the above activities at a cost of Rs.168 million, was approved by the Cabinet.

 

06. Proposed Investment Promotion Zone (IPZ) at Suriyawewa, Hambantota set up by Board or Investment of Sri Lanka - the proposal made by Hon. Lakshman Yaps Abeywardena, Minister of Investment Promotion, to lease out blocks of land to investors for Mixed Development Projects including Residential Apartment Complexes within the Master Plan of the Suriyawewa Investment Promotion Zone, subject to the laid down stipulations, was approved by the Cabinet.

 

07. Construction of a Roof Cover for the Mallgavila Buddha Statue - the proposal made by Hon.(Or.) Jagath Balasuriya, Minister of National Heritage, to construct a permanent roof cover for the Maligavila Buddha Statue, located 15 km away from Buttala town, utilizing Rs.15 million provided by the Central Cultural Fund to the Ministry, was approved by the Cabinet.

 

08. Refurbishment of Parliamentary Complex and Construction of a Residential Housing Complex for Members of Parliament - the proposal made by Hon. D.M. Jayaratne, the Prime Minister, to appoint a Technical Evaluation Committee and a Cabinet Appointed Negotiating Committee, to evaluate proposals and negotiate costs to refurbish the Parliament Building and construct a new Housing Complex at Thalapathpitiya with the required amenities, for Members of Parliament, and to obtain the services of :M/s. Sumitomo Mitsui Construction Co. Ltd. which constructed the Parliament Building in 1982, as approved by the Staff Advisory Committee of Parliament, was approved by the Cabinet.

 

09. Memorandum of Understanding (MOD) between the Ministry of Textlles of India and the Ministry of Industry and Commerce of Sri Lanka on Cooperation In the Development of SMEs in Handloom, Powerloom and Textiles  - the objective of this MoU is to expand the business and cooperation in the development of Small and Medium Enterprises in handloom, powerloom and textiles. The MoU has been jointly prepared by both parties and will remain in force for five years from the date of signing and could be renewed every five years. The proposal made by Hon. Rishad Bathiudeen, Minister of Industry and Commerce, to sign the above MoU and to proceed with the relevant activities, was approved by the Cabinet.

 

10. Providing Training Opportunities for the Foreign Officers at the Defence Services Command and Staff College - this College was inaugurated in 2007 and provides training facilities to Middle Level Officers of the three Armed Forces and the Police. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to provide opportunities to personnel of similar status in countries such as India, Pakistan, Bangladesh, Maldives, Nepal, China, Malaysia, Indonesia, Rwanda, Senagal and Sudan for training at this college, was approved by the Cabinet.
