01. (08) Implementation of the Second Health Sector Development Project funded by the World Bank 

  • The proposal made by Hon, Maithripala Sirisena, Minister of Health, for the implementation of the Second Health Sector Development Project at National and Provincial levels, utilizing US $200 million to be received from the International Development Association (lOA) for a five (05) year period from 2013 to 2017, was approved by the Cabinet. 

02. (09) Commencing a Government School within the Prison Premises for Young Inmates 

  •  On the joint proposal made by Hon. Chandrasiri Gajadheera, Minister of Rehabilitation and Prison Reforms and Hon. Bandula Gunawardena, Minister of Education, to provide education to young inmates of Prisons who have been sentenced for long periods, to enable them to be good citizens when leaving Prisons, Cabinet approval was granted to set up a school in Watareka Prison jointly by the Ministries of Rehabilitation and Prison Reforms; and Education, with a view to developing the literacy rate and vocational skills of prison inmates.
 
03. (15) Amendments to the Tertiary and Vocational Education Act 

  • The proposal  made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to instruct the Legal Draftsman, to draft amending legislation to the Tertiary and Vocational Education Act, No.20 of 1990, as proposed in the Memorandum, subject to incorporating the amendments recommended by the Cabinet Sub - Committee on Legislation, was approved by the Cabinet. 

04. (16)  Declaration of the National Day for Technical, Vocational Education and Training – 
  • It has been observed that the enthusiasm in State and Private Sector Training Institutions as well as in the Industrial Sector for the competent work course has resulted in the socio-economic development of the country and accordingly, the proposal made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to declare July 15th as the National Day for Technical, Vocational Education and Training, was approved by the Cabinet. 
 
05. (21) Awarding of Six Contracts under the Programme funded by the Local Banks for the Rehabilitation of National Highways through Domestic Contractors - Stage 2 
 
  • The proposal made by H.E. the President, in his capacity as the Minister of Ports and Highways, to award the following contracts for rehabilitation/widening/improvements to National Highways as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet: 
•Hasalaka - Handungamuwa - Hettipola Road (B 484) from 0.00 km to 20.00 km; 
•Kelanimulla - Mulleriyawa - Koswatta Road - Phase I - construction of a viaduct and approach from 0.00 km to 0.60 km:
•Kurunegala -Narammala - Madampe Road from 22.26 km to 40.87 km; 
•Seeduwa - Katunayake Road from 0.00 km to 3.90 km and Seeduwa to Udugampola from 0.00 km to 11.70 krn; 
•Jaffna - Ponnalai - Point Pedro Road 1.5 km between 28.5 km to 31.5 km; 
•Road Network associated with development of Defence Headquarters Project at Akuregoda. 
 
06. (23) Hambantota Port Development Project – 

  • The Sri Lanka Ports Authority has prepared a Business Plan to identify business ventures that could be undertaken in the Hambantota Port Development Project. The proposal made by H.E. the President, in his capacity as the Minister of Ports and Highways, to award the following business ventures to the respective bidders as recommended by the Cabinet Appointed Negotiating Committee (CANC), and subject to stipulations was approved by the Cabinet: 
 
•Advance Surfactants India Ltd. - lease of land to establish a Plant for the manufacture of Petroleum, Petrochemicals and Chemicals; 
•Laugfs Gas PLC - lease of land to establish a LPG Storage and Distribution Plant; 
•Laugfs Holdings Ltd. - lease of land to establish a Lubricants Blending Plant with a capacity of 50,000 MT per annum; 
•Energy World International Ltd. - lease of land to establish an "elengee" LNG Hub Terminal; and 
•Rank Container Terminal Ltd. - lease of land to establish a Petro-chemical Storage and Transshipment Facility.
 
07. (29) Renovation of Multi Storeyed Housing Schemes - Nagamu Puravara 2013 
 
  • Rupees 1000 million has been allocated by the General Treasury to the National  Housing Development Authority (NHDA) for the renovation of apartment housing complexes under the "Nagamu Puravara Programmes – 2013” and it is expected to renovate 25 housing schemes under this Programme. Work on housing schemes up to the value of Rs.300 million has already commenced. The proposal made by Hon. Wimal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, to award the renovation activities of 17 housing schemes located within the Colombo Municipal area to the State Engineering Corporation, utilizing the funds already allocated, was approved by the Cabinet. 
 
08. (30) Renovation of Sahaspura Housing Scheme, Baseline Road, Borella and Sinhapura Flats Housing Scheme 
 
  • The proposal made by Hon. Wimal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, to proceed with the activities of the above at a cost of Rs. 75.96 million, was approved by the Cabinet. 
 
09. (31) The Agreement between the Government of Sri Lanka and the Government of the Republic of Belarus for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes of Income – 
 
  • The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to sign the above Agreement at Government level and to present it in Parliament for approval, was approved by the Cabinet. 
 
10. (32) Financial Assistance from the Asian Development Bank (ADB) for the Implementation of Greater Colombo Water Supply and Waste Water Management Improvement Programme - Tranche 2 –
 
  • ADB has agreed to provide financial assistance in a sum of US $300 tor this programme which consists of 04 Tranches. The purpose of this programme is to improve the water service efficiency in the Greater Colombo area. Two stages of this project are expected to be implemented and completed over the period from 2012 to 2018. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the programme, was approved by the Cabinet. 
 
11. (52) Proposed Amendments to the Regulation of Insurance Industry Act, No.43 of 2000 – 
 
  • The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to instruct the Legal Draftsman to draft amending legislation pertaining to the above Act, was approved by the Cabinet. The salient feature of the proposed amendment is that, insurers who are engaged in carrying on both long term insurance business and general insurance business, under the valid license issued by the Insurance Board of Sri Lanka (IBSL), are required to segregate the two businesses within four years from the date of coming into operation of the Act, into two companies, one to carry on life insurance and the other to carry on general insurance. 
 
12. (53) Proposed Amendment of the People's Bank Act No. 29 of 1961, to increase its Share Capital – 
 
  • Over the years, the People's Bank has expanded its branch network throughout the country with the objective of strengthening its business operations in the region. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to instruct the Legal Draftsman to draft amending legislation to increase the Share Capital of the Bank, was approved by the Cabinet. 
 
13. (54).Submission of Gazette Notification issued under the Import and Export Control Act, No.O1 of 1969 to Parliament 

  • The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to submit the above Gazette Notification, imposing regulations to control exportation and importation of all types of Halogenated Chlorofluorocarbon (HCFC) substances on a quota system issued by the Ozone Division of the Ministry of Environment, to Parliament for approval, was approved by the Cabinet.\
 
 14. (55) Visit to Tanzania and Participation at the Global 2013 Smart Partnership Dialogue in Dar es Salaam by H.E. the President 
 
  • In keeping with the Government policy of strengthening the relations with African countries, H.E. the President visited Tanzania and participated at the Global 2013 Smart Partnership Dialogue in Dar es Salaam. Sri Lanka's economic partnership with African countries has developed beyond trade and investments, reaching areas like knowledge sharing, skills development and technology transfer etc. Leaders of the two countries expressed their great interest in establishing resident Diplomatic Missions in the respective capitals. Both leaders witnessed the conclusion of Memoranda of Understanding in the field of tourism cooperation, economic and technical cooperation, and cultural cooperation. Hon. (Prof.) G.L. Peiris, Minister of External Affairs submitted the above information and covering approval was granted by the Cabinet for the concluded Agreements / MoUs. 
 
15. (57) State Visit by H.E. President of Sri Lanka to Seychelles 
 
  • Hon. (Prof.) O.L. Peiris, Minister of External Affairs furnished information pertaining to the recent visit of H.E. the President to Seychelles and covering approval was granted for the Agreements / MoUs concluded between the two countries during the visit. The leaders of the two countries welcomed the signing of MoUs Agreements on Bilateral Air Services, Vocational Training and Youth Development. They also welcomed the enhanced collaboration between the two countries in a broad range of areas such as education, fisheries, trade and investment, judiciary and health. 
 
16. (61) Contamination of Milk Powder with Dicyandiamide and Whey Protein Concentrate  
 
  • Based on various reports received pertaining to this matter, immediate action has been taken by the Ministry of Health to stop the release of imported milk with Whey Protein Concentrate to the market. This action has led to many implications. Therefore, to ensure the availability of adequate amount of milk powder including infant milk formule, increased local milk production, processing and marketing and also nutrition of the society, Cabinet approval was granted for the appointment of a Cabinet Sub-Committee comprising of relevant senior Ministers, and the Ministers to examine this issue and submit a report to the next meeting of the Cabinet, for consideration.
