Decisions taken by the Cabinet at its Meeting held on 2013-08-22

CABINET

01.Weras Ganga Storm Water Drainage & Environment Improvement Project -
this project has been formulated by the Sri Lanka Land Reclamation and Development Corporation (SLLR&DC) based on a hydrological study carried out by JICA together with SLLR&DC for the preparation of a Master Plan to control flooding in Nugegoda, Rattanapitiya, Borelasgamuwa, Maha Ela and Ratmalana areas. Implementation of this project will mitigate frequent flooding in Weras Ganga Basin and also promote sustainable development activities and enhance environment improvement which will promote tourism industry in the relevant areas. The total cost of the project is estimated to be Rs.14,227 million and is scheduled to be completed within 04 years. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the activities relating to loan arrangements for the purpose, was approved by the Cabinet.

 

02.Proposed Agreement between the Government of the Democratic Socialist Republic of Sri Lanka and the Government of the Republic of Belarus on Trade and Economic Co-operation -

the objective of this Agreement is to further enhance the existing trade and economic relations between the two countries. The proposal made by Hon. Rishad Bathiudeen, Minister of Industry and Commerce, to sign the above Agreement during the forthcoming visit of H.E. the President of Sri Lanka to Belarus, was approved by the Cabinet.

 

03.Celebration of World Habitat Day 2013 - 07th of October 2013 -

the 'World Habitat Day' for this year falls on 07th of October. A Habitat Week from 30th of September to 06th of October has been declared on account of the World Habitat Day. The proposal made by Hon. Wimal Weerawansa, Minister of Construction,Engineering Services, Housing and Common Amenities, to implement the Programme of events drawn up for the purpose, including development of the village at Laksirigama in the Moratuwa Divisional Secretary's Division, was approved by the Cabinet.

 

04.Memorandum of Understanding between the Government of the Democratic Socialist Republic of Sri Lanka and the Government of the Republic of Maldives on Co-operation in the Field of Education -

the proposed Memorandum of Understanding (MoU) recognizes the importance of Education and Training in National Development as well as a means to further cultivate ties between their people. The above proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to sign the above MoU, was approved by the Cabinet.

 

05.Establishment of Rehabilitation Centers for Drug Addicts -

drug addiction has become a huge calamity to the society at present. In addition to destroying the state wealth, that has turned into a mechanism of converting energetic youth generation with capabilities into patients. In 2011, the numbers of imprisonments due to drug addiction were 10,568. 6,165 persons had been imprisoned due to the same offence for the second time and 2,073 for more than two occasions. When considering as a percentage, it amounts to 78%. Bureau of Commissioner General of Rehabilitation which possesses an experienced staff of rehabilitating and reintegrating LITE ex-combatants will have the competency of rehabilitating drug addicts jointly with the National Dangerous Drugs Control Board. A proposal made by Hon. Chandrasiri Gajadeera, Minister of Rehabilitation and Prison Reforms for the establishment of Rehabilitation Centers under the Bureau of Commissioner General of Rehabilitation, was approved by the Cabinet.

 

06.Air Services Agreement between the Democratic Socialist Republic of Sri Lanka and Australia-

covering approval of the Cabinet was granted for the Amended Text of the Air Services Agreement which has already been signed between the two countries and to take necessary steps for the effective implementation of the 'said Agreement, as proposed by Hon. Piyankara Jayaratne, Minister of Civil Aviation.

 

07.Rehabilitation of Galle Road and R. A. De Mel Mawatha Contract Package 'A' (from Galadari Roundabout to Kollupitiya Junction) -

Metro Colombo Urban Development Project (MCUDP) has been established under the Ministry of
Defence and Urban Development as a World Bank Project funded by the International Bank for Reconstruction and Development (IBRD). As a part of this project, it has been decided to rehabilitate the above section of the Galle Road. The proposal made by H. E. the President, in his capacity as the Minister of Defence and Urban Development to award the above contract to the lowest evaluated responsive bidder, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

08.Construction of Buildings for the Faculty of Management and Finance, University of Ruhuna -

the proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to award the above contract to the next lowest evaluated responsive bidder, as recommended by the Standing Cabinet Appointed Procurement Committee eSCAPC), was approved by the Cabinet.

 

09.Modernization of the Sri Lanka Broadcasting Corporation (SLBC) -

according to a concept of H.E. the President it has been proposed to modernize the SLBC under a leading project of the Government. The objective of this project is to upgrade, while preserving the historic value of the Sri Lanka Broadcasting Corporation, which has commenced its services as the oldest broadcasting service in South Asia in 1924. The proposal made by Hon. Keheliya Rambukwella, Minister of Mass Media and Information, to obtain architectural consultancy services from the UDA and required funds from the Government Treasury, was approved by the Cabinet.

 

10.Construction of Proposed University Complex of National School of Business
Management Limited (NSBM). at Homagama -

Cabinet approval has already been granted for the construction of the proposed University Complex at Homagama to be funded through a loan from the China Development Bank. The proposal made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to award the construction contract of the above to the lowest bid received, was approved by the Cabinet.

 

11.Medium Term Expenditure Framework 2014-2016 and Preparation of Budget 2014 -

H.E. the President, in his capacity as the Minister of Finance and Planning, informed the Cabinet of Ministers that the Ministry has already commenced the initial activities relating to the preparation of the Budget 2014. His Excellency stated that, as a country with a higher economic growth and encouraging development by expanding the infrastructure facilities and strengthening the financial management, the principle target of the strategy is to raise per-capita income over US $4,000. A large number of projects are being implemented at rural, regional and urban levels covering social, economic and environmental sectors to achieve these targets. 2014 Budget will also give priority for timely completion of such projects to ensure that expected benefits of those projects will
reach the general public at the earliest.

 

12.The 5th South Asian Conference on Sanitation (SACOSAN- V) from 21st to 24th October, 2013 -

this Conference is scheduled to be held from 21St to 24th October, 2013 in Nepal and will be attended by the Ministers of Water Supply and Drainage; Health; and Education and Government Officials. The representatives from the Civil Society, Private Sector Institutions, Academia and School Children from the South Asian Region viz. Pakistan, India, Nepal, Bangladesh, Bhutan, Maldives, Afghanistan, including Sri Lanka are expected to participate in this International Conference. Cabinet noted the above information provided by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage in this regard.

 

13.Bilateral Agreement and Treaty between the Government of the Democratic Socialist Republic of Sri Lanka and the Government of the Republic of Belarus -

the proposal made by Hon. Rauff Hakeem, Minister of Justice, to sign the above Agreement and the Treaty on Mutual Legal Assistance in Criminal matters between Sri Lanka and Belarus during the forthcoming visit of H.E. the President of Sri Lanka to Belarus, was approved by the Cabinet.
