Decisions taken by the Cabinet at its Meeting held on 2013.08.29

CABINET

01. Strategic Cities Development Project -

the proposed Project is to be implemented in Galle and Kandy as the initial phase of the project. The assistance of the World Bank will be received for this urban development programme of the Government. to plan, design and develop selected cities and its surrounding areas to facilitate a guided economic transformation of such cities into one of the major regional economic centres for growth and employment generation. The project is to be commenced in 2013 and completed within a period of three (03) years at a cost of US $200 million. Some of the salient features of the project are as follows:

 

  • improved urban infrastructure and services at the city centre and peripheral local authority areas of Greater Kandy and Galle cities.
  • improved traffic and transport arrangements in both cities.
  • improved urban road network to ease the traffic flow in both cities.
  • benefits to the urban community by improving drainage facilities and solid waste management systems.

Cabinet granted approval to proceed with the project submitted by H.E. the President, in his capacity as the Minister of Defence and Urban Development

 

02. Introduction of Biometrics (Fingerprints) to the Passport Issuance Process. -

this project is to intended to enhance the security features of Passports by streamlining the Automated Fingerprint Identification System. The Total Estimated Cost of the Project is Rs.679.7 million of which Rs.629.7 million is to be provided as a grant by the Australian Government, through the International Organization for Migration which will be responsible for the project management and procurement process, in association with the Department of Immigration and Emigration. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the project, was approved by the Cabinet.

 

03. Establishment or National Eye Bank of Sri Lanka as a Trust -

major causes of blindness worldwide. with the highest prevalence in Asia, are diseases affecting the Cornea. Asia Cornea Society (ACS) has been formed by leading corneal specialists in Asian countries, contributing significantly towards developing clinical, educational and research programmes aiming at alleviating Asian and global corneal blindness. National Eye Bank of Sri Lanka is a non-profitable organization with a mission to procure and provide donated human eye tissues for sight restoring transplantation procedures as well as providing tissues for research and education. The proposal made by Hon. Maithrlpala Sirisena, Minister of Health, to convert the existing National Eye Bank of Sri Lanka to a Public Trust by an Act of Parliament and to proceed with matters connected thereto, was approved by the Cabinet.

 

04. Allocation of Land Blocks from Regional Industrial Estates to set up Industries -

Regional Industrial Estates Development Programme is being implemented by the Ministry of Industry and Commerce, with the objective of promoting industries at Regional Level. The proposal made by Hon.Rishad Bathiudeen, Minister of Industry and Commerce, to allocate blocks of land from Industrial Estate on lease basis to prospective investors, subject to stipulations, was approved by the Cabinet.

 

05.147 Housing Units located at No.210-260, Sirimavo Bandaranaike Mawatha, (former Prince of Wales Street), Colombo 14. -

there are about 1000 residents residing in the above Housing Scheme consisting of 147 housing units in six buildings constructed long ago. At present these housing units pose a great danger as they are in a dilapidated condition. Since these buildings are to undergo major repairs action is to be taken to relocate the residents in a Housing Scheme around Sirimavo Bandaranaike Mawatha, being constructed by the Urban Development Authority. The old buildings are to be demolished and it has been proposed to implement a suitable housing project in the said premises, after taking over of the land either by the National Housing Development Authority or by the Condominium Management Authority. The above proposal made by Hon. Wimal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, was approved by the Cabinet.

 

06. Amendment to Section 431 of the Code or Criminal Procedure Act, No.15 of 1979 -

with a view to avoid unnecessary delays in disposing Court productions accumulated in Court premises, the proposal made by Hon. Rauff Hakeem, Minister of Justice, to amend Section 431 of the Code of Criminal Procedure Act, No.15 of 1979, for the period of time given to a person from the date of the notification published in the Court Notice Board and two other public places, to establish a person's claim. in respect of a property, the possession of which is unknown, be reduced to 02 months from 06 months, the value of such property to be increased from Rs.2500/- to Rs.25,000/-, and to instruct the Legal Draftsman to draft amending legislation for the purpose, was approved by the Cabinet.

 

07. Establishment of Provincial Officers to provide services of the Ministry of National Languages and Social Integration at Provincial Level -

on the proposal made by Hon. Vasudeva Nanayakkara, Minister of National Languages Social Integration, to establish Provincial Offices to provide services to the public relating to National Languages and Social Integration at Provincial Level, Cabinet approval was granted for the submission of a detailed Project Report covering all Provinces, to the Department of National Planning of the Ministry of Finance and Planning for appraisal and for the provision of funds for the purpose under the Medium Term Expenditure Framework 2014-2016. Some of the activities to be carried out by this office are.

  • monitoring of all language classes in the Province and providing facilities to conduct classes;
  • effective assistance for co-ordination and implementation of social integration activities;
  • provision of translation and interpretation facilities;
  • identification of challenges faced by Public Institutions in implementing the Official Languages Policy of the Government;
  • matters relating to the implementation of the Official Languages Policy of the Government;
  • language training and co-ordination by the National Institute for Language Education and Training.

 

08. 66th Independence Day falling on 04tll February 2014 -

the proposal made by Hon. W.D.J. Senevlratne, Minister of Public Administration and Home Affairs, to
appoint a Cabinet Sub-Committee headed by Hon, D.M. Jayaratne, the Prime Minister and Minister of Buddha Sasana and Religious Affairs and consisting of 07 other Ministers including the Minister of Public Administration and Home Affairs and the Chief Minister, Sabaragamuwa Province and a Deputy Minister, to prepare the programme and to organize and monitor the necessary matters relevant to the 66th Independence Day Celebrations falUng on 04d1 February 2014, and for the Secretary, Ministry of Public Administration and Home Affairs to function as the Secretary to this Cabinet Sub-Committee, was approved by the Cabinet.

 

09. Settling up a Formal National Program for the Common use and sharing of Spatial Data and Information -

spatial data means gee-spatial data or information which could exactly Indicate the geographic location of a natural or constructed feature on earth such as a road, river, building, and allotment of land or a boundary of land. The proposal made by Hon, Janaka Bandara Thennakoon, Minister of Lands and Land Development, to implement the above programme through a separate unit to be established in the Survey Department under the directives of the Ministry of Lands and Land Development, and for the appointment of a Monitoring Committee consisting of representatives of the relevant Ministries and Departments, to monitor this programme, was approved by Cabinet.

 

10. Memorandum of Understanding for Agricultural Co-operation to be signed between the Republic of Turkey and the Democratic Socialist Republic of Sri Lanka -

 

the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, to sign the above Memorandum of Understanding (MoU) during the visit to Sri Lanka of the Minister of Food, Agriculture and Livestock of the Republic of Turkey in October 2013, was approved by the Cabinet.

 

11. Obtaining Membership of the International Tropical Fruits Network (TFNet) by Sri Lanka -

International Tropical Fruits Network is a Regional Development Organization established under the auspices of the World Food and Agriculture Organization of the United Nations (FAO) and is acting as a network to promote the productions productivity, processing, marketing, quality, consumption and International trade of tropical fruits. The proposal made by Hon. Mahinda Yapa Abeyewardena, Minister of Agriculture, to obtain Membership of this Organization, was approved by the Cabinet.

 

12. Construction of Defence Services College in Kurunegala for the Children of Three Forces and Police Personnel -

the Defence Services College has been commenced in Colombo to provide educational facilities to the Children of the three Forces and the Police. Cabinet approval has already been granted to expand such facilities to other areas of the country. The joint proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development and Hon. Bandula Gunawardena, Minister of Education, to develop Wewagedara Junior School in Kurunegala as the 'Kurunegala Defence Services College' and to proceed with the activities thereto, was approved by the Cabinet.

 

13.Rehabilitation of 2x37.5 MW Samanala Power Station -

Polpitiya - the proposal made by Hon. (Mrs.) Pavithra Wanniarachchi, Minister of Power and Energy, to authorize the Ceylon Electricity Board to proceed with the International Competitive Bidding process to select a contractor for the rehabilitation of Samanala Power Station and with matters connected thereto, was approved by the Cabinet.

 

14. Recent reports of milk powder contamination with Dicyandiamide (DCD) and Whey Protein Concentrate Contamination with Clostridium Botulinum Bacteria -

Cabinet at its meeting held on 2013-08-15 appointed a Cabinet Sub- Committee headed by Hen. D.E.W. Gunasekara, Minister (Senior) for Human Resources and consisting f six other Ministers to examine this issue and submit a Report to the Cabinet Accordingly. the Report of the Committee was submitted by Hon. D.E.W. Gunasekera, Minister (Senior) for Human Resources and the following recommendations contained in the Report were approved by the Cabinet for implementation:

(a) to improve the capacity of local laboratories to meet the emerging demands including those at the Medical Research Institute and Industrial Technical Institute;

(b) to inspect the Complex and Advanced Food Manufacturing Plants in Sri Lanka by the experts under the Chief Food Authority to ensure good manufacturing practices;

(c) to launch an Island-wide programme to promote breast feeding and consumption of locally produced liquid milk by the Ministry of Health in collaboration with other relevant stakeholders;

(d) to take action to strengthen the capacity of the Food Authority in terms of staff and other facilities and to amend the Food Act to address the existing and emerging food safety issues effectually;

(e) to direct the Ministry of Health to publish a detailed news paper advertisement indicating in simple language:

        (i) background of the issue; and
        (ii) a system of labeling to identify the products free of DCD and Clostridium bacteria, which are safe to consume.

(f) to ensure the introduction of the new labeling system prior to publishing the above public communication; 

(g) to purchase a Liquid Chromatograph Mass Spectrometer (LC/MS/MS) for the ITI;

(h) to direct the Chief Food Authority and the Consumer Affairs Authority to withdraw from the market imported milk products suspected to be contaminated with DCD as decided by that Authority; and

(i) to ensure close collaboration with the Ministry of Health , the consumer Affairs Authority and the Industrial Technology Institute when addressing the issues of this nature.

Action will also be taken to introduce a methodology to carry out Food Safety Hazards Tests prior to clearance of goods by the Customs, jointly by the Sri Lanka Customs, the Medical Research Institute and the Industrial Technical Institute in keeping with international standards.
