01. Establishment of a Resident Diplomatic Mission of Sri Lanka in Victoria, the Republic of Seychelles - The Republic of Seychelles is one of the internationally active countries in the African Region. Diplomatic relations between Seychelles and Sri Lanka were established at Ambassadorial level in 1988 and at present the High Commissioner of Sri Lanka in Pretoria is concurrently accredited to Seychelles. H.E. the President of Sri Lanka undertook a State visit to Seychelles in late June this year and during the visit the two leaders expressed their strong desire to broaden and deepen economic, diplomatic ties between the two countries. Some of the outcomes of the visit are -

* Sri Lankan Air Lines and Mihin Lanka to commence direct air traffic between the two countries;

* Bank of Ceylon, with the concurrence of the Central Bank of Sri Lanka, to establish a Bank of Ceylon Branch in Seychelles;

* The Insurance Corporation of Sri Lanka to establish a Branch Office in Seychelles; and

* Nawaloka Group of Sri Lanka is considering the establishment of a Hospital in Seychelles.

 

The proposal made by Hon. (Prof.) G.L. Peiris, Minister of External Affairs, to establish a Resident Diplomatic Mission of Sri Lanka in Victoria, Seychelles and to proceed with the connected activities, was approved by the Cabinet.

 

02  Tenth Commonwealth Women's Affairs Ministers Conference held in Dhaka, Bangladesh - the above conference held in Dhaka, Bangladesh recently was hosted by the Commonwealth Secretariat in London and the Sri Lanka delegation headed by Hon. Tissa Karalliyedda, Minister of Child Development & Women's Affairs attended this Conference. Around 250 delegates from 30 countries attended this Conference. It was revealed at this Conference that the standard of Sri Lankan women in the fields of education, literacy, professional achievements and willingness to shoulder responsibility is above many of the other countries which participated at this Conference.

 

03 Cocoa Development Project - Uva Wellassa - Cocoa was introduced to Sri Lanka by the British in 1834. Cocoa cultivation was established in Matale of the Central Hills and Uva Wellassa areas in Sri Lanka as a mixed crop with rubber and coconut. A new rubber cultivation programme in 5000 ha. is underway in the Uva Province and this programme has created a favourable environment to commence growing cocoa as a mixed crop. The objective of the above project is to ensure the maximum utilization of existing lands while maintaining ecological balance in the respective zone thereby increasing the extent of cocoa cultivation up to 3000 ha., and the cocoa harvest up to 5550 mt. by 2020. On the proposal made by Hon. Reginald Cooray, Minister of Minor Export Crop Promotion, Cabinet approval was granted to proceed with the programme in close collaboration with the Ministry of Plantation Industries and the Rubber Development Department.

 

04 Workshop on Heritage Management - the Indian Ocean Rim Association for Regional Co-operation (lOR-ARC) was set up in 1995 and formally launched in March 1997 in Mauritius with its main focus for Regional Co-operation. It currently comprises of 20 Member States. The above is a two day workshop expected to be held in May 2014 and will be jointly organized by the Ministry of National Heritage and the Ministry of External Affairs. The main objective of this workshop is to create awareness among lOR-ARC Member States regarding diversity of culture and heritage of Member States. The proposal made by Hon. (Dr.) Jagath Balasooriya, Minister of National Heritage, to proceed with the relevant activities, was approved by the Cabinet.

 

05 Dry Zone Urban Water and Sanitation Project - Tender for Construction of Water Storage Structures in Mannar - the above project is being implemented by the National Water Supply and Drainage Board with Government of Sri Lanka contribution and loan funds provided by the Asian Development Bank. There are 15 major contract packages to be awarded to implement the various components of the project in the four towns of Puttalam, Chillaw, Vavuniya and Mannar and the above is one such contract. This contract includes two (02) ground reservoirs, an elevated tower and Chlorination System. The proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above tender to the lowest evaluated responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

06 Construction of an Underground Vehicle Park at Senanayake Ground of Badulla Town - it has been proposed to construct an underground vehicle park and a green garden in Badulla Town for the convenience of the public. Preliminary works of the project are to be commenced utilizing an allocation of Rs.15 million provided to the District Secretary, Badulla in the Budget Estimate for 2013. The proposal made by Hon. W.DJ. Seneviratne, Minister of Public Administration and Home Affairs, to proceed with the project, was approved by the Cabinet.

 

07 Construction of a New Two Storied Building for the Divisional Secretariat, Galewela - Galewela Divisional Secretary's Division consists of 59 Grama Niladhari Divisions and the total population is about 75,000. The proposal made by Hon. W.DJ. Seneviratne, Minister of Public Administration and Home Affairs, to construct a two storied building at a cost of Rs.50 million, to provide better services to the people living in the area, was approved by the Cabinet.

 

08 Resurfacing and Improvements to Baseline Road from Kelanitissa Roundabout to Kanatta Roundabout (0.00 km - 4.80 km) the Section of the Baseline Road from Kelanitissa Roundabout to Kanatta Roundabout (0.00 km - 4.80 km) has a dual carriageway with six traffic lanes. This section of the road requires resurfacing urgently in order to provide a better service. The proposal made by H.E. the President, in his capacity as the Minister of Ports and Highways, to proceed with the work relating to the above, was approved by the Cabinet.
