01. Assistance and Protection of Victims of Crime and Witnesses Bill - the proposed Law will create a balance in the Criminal Justice System of Sri Lanka between the rights of accused, the rights and entitlements of victims of crime and the entitlements of witnesses, and will thereby facilitate the conduct of fair trials and justice being meted out to both victims of crime and accused. Cabinet approval was granted to refer the proposal on the above made by Hon. Rauff Hakeem, Minister of Justice to the Cabinet Sub-Committee on Legislation for its recommendations before presenting it in Parliament.

 

02. Project on Promoting Sustainable Biomass Energy Production and Modern Bio-Energy Technologies in Sri Lanka - at present, hydro power and thermal power is generated in Sri Lanka using hydro potential, coal and fossil fuels. In addition to the above, wind, solar and biomass are used to generate electricity in a smaller scale. The Ministry of Environment and Renewable Energy has taken measures to obtain Grant Funding for a five year project (2013 - 2017) with an estimated cost of US $1.9 million from the Global Environment Facility (GEF) through the intervention of the United Nations' Development Programme (UNDP) and the Food and Agriculture Organization (FAO) for Promoting Sustainable Biomass Energy Production and Modem Bio Energy technologies in Sri Lanka. The proposal made by Hon. Susil Prernajayantha, Minister of Environment and Renewable Energy, to proceed with the project, was approved by the Cabinet.

 

03. Development of Colleges of Agriculture for Producing Fully Skilled Professionals Suited for current Agricultural Needs in Sri Lanka - the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, for the development of colleges of Agriculture to provide opportunities for the youth of our country to follow internationally reputed training programmes and tertiary education programmes that provide internationally recognized qualifications so that the youth will be equipped to meet the demands of the global work force, was approved by the Cabinet.

 

04. Rehabilitation of Galle Road and R. A. de Mel Mawatha - from Liberty Roundabout to Dharmarama Road Junction - the Metro Colombo Urban Development Project is a World Bank Project funded by the International Bank for Reconstruction and Development (IBRB) and several development projects in the Metro Colombo Region are implemented utilizing the funds received through the World Bank Project. Rehabilitation of the Galle Road and R. A. de Mel Mawatha from Liberty Roundabout to Dharmarama Road Junction is a part of this project. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to award the above contract to the lowest evaluated substantially responsive bidder as recommended by the Standing Cabinet.Appointed Procurement Committee eSCAPe), was approved by the Cabinet.

 

05. Award of Contract for Construction of Head Works for Kaluganga Reservoir - Kaluganga Reservoir is proposed to be constructed across Kaluganga at a location downstream of Pallegama town in the Laggala Electorate in Matale District. Joint funding for the Kaluganga Reservoir will be provided by the Saudi Fund for Development (SFD). Kuwait Fund for Arab Economic Development (KFAED) and OPEC Fund for International Development (OFID). The proposal made by Hon. Nimal Siripala de Silva, Minister of Irrigation and Water Resources Management to award the contract to the lowest evaluated bidder as recommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet.

 

06. Appointment of Consultants for Designing, Construction Supervision & Management Support for the Anuradhapura North Water Supply Project - Phase I - the above Water Supply Project is financed by the Japan International Co-operation Agency (JICA) and Government of Sri Lanka at a cost of Japanese Yen 5166 million and a contribution of RS.2789 million by the Government of Sri Lanka. The project consists of the following 2 phases:

 

Phase I - Mahakandarawa Water Supply Scheme which provides drinking water to Medawachchiya and Rambeawa Divisional Secretaries' Divisions; and

 

Phase II - Wahalkada Water Supply Scheme which provides drinking water to Kahatagasdigiliya, Kebithigollewa, . Horowpathana and Padaviya Divisional Secretaries' Divisions.

 

The proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage to award the tender for Consultancy Services for Phase I of the project asrecommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet.

 

07. Rehabilitation and Improvements of Road Sections with Financial Assistance from Local Banks - Cabinet approval has already been granted for the rehabilitation and improvements to the following Sections' of Roads and the proposal made by H.E. the President, in his capacity as the Minister of Finance and & Planning, to authorize the Road Development Authority to enter into Loan Agreements with the local Bank for the purpose, was approved by the Cabinet:

 

*. Road Section from Narammala to Dankotuwa (B308) (16.03 km to 45.25 km);
*. Road Section from Ambepussa to Galewala (0.00 km to 75.11 km) on Ambepussa - Kurunegala - Trincornalee Road (A6);
*. Road Section from Kadawalagedara to Withikuliya having a length of 14.00 km;
*. Construction of a Two Lane Bridge across Deduru Oya at Kadigawa; and
*. Kelanimulla - Mulleriyawa - Koswatta Road - Phase I - Construction of Via Duct and approach road from 0.00 km to 0.60 km.
