01. Multi-Sector Action Plan for Nutrition - it has been observed that the country has entered a phase of rapid growth and development and that the workforce has to be  transformed into a productive human resource which is physically and mentally fit to meet the challenges. The improvement of nutrition of all age groups and segments of the population up to the required level needs intervention not only from the health sector but also from stakeholders from other sectors such as education,Agriculture, livestock etc. Nutrition is thus identified as requiring a multi- sectoral  approach. The Multi-Sector Action Plan for nutrition comprises activities formulated by a panel of experts under the guidance of the National Nutrition Council (NNC) in keeping with globally accepted standards for nutrition. The proposal made by H.E. the President in his capacity as the Chairman, National Nutrition Council, to proceed with the activities relating to the above, was approved by the Cabinet.

 

02. Water Cooperation for Community Development - 2013 - the International Conference on this subject was held recently in Anuradhapura. Many distinguished dignitaries from countries in the South Asian Region such as India, Pakistan, Maldives and Bhutan and local representatives from 450 community Based Water Supply Organizations had attended this Conference. Several workshops had been conducted in order to share the experiences of their knowledge and best practices prevalent in the region and to promote mutual understanding and cooperation among the communities managing their water supply schemes. The above information was furnished to the Cabinet by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage.

 

03. Northern Road Connectivity Project - Award of Four Contract Packages in Stage II - The Government of Sri Lanka has obtained a loan of US $98 million from the Asian Development Bank towards the cost of rehabilitation and improvement of around 120KM of national highways under the Northern Road Connectivity project and a part of the proceeds of this loan is to be utilized for the rehabilitation and improvement of the following roads:

 

*. Medawachchiya-Mannar - Talaimannar Road A 14) from 47.00 km to 62.10 km;

*. Medawachchiya-Mannar - Talaimannar Road (A 14) from 62.10 krn to 76.50 km;

*. Jaffna-Pannai - Kayts Road (AB19) from 0 to 10.00 km; and   

*.Jaffna-Pannai-Kayts Road (AB 19) from '0.00 km to 20.275 km.

 

The above proposal made by H.E. the President in his capacity as the Minister of Finance and Planning, was approved by the Cabinet.

 

04. Construction of a Building for the Extension to Administration Building, University of Moratuwa - the proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to award the above contract to the lowest evaluated responsive bidder, as recommended by Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

05. Difficulties faced by Teachers at the Zonal Education Offices H.E. the President brought to the notice of the Cabinet of Ministers and also of the Chief Ministers of Provinces who attended the Cabinet meeting as invitees that, it has been brought to his notice that teachers have to undergo difficulties in attending to their establishment matters, particularly pertaining to their personal files, confirmation in service, salary increments. loan facilities. pensions and leave etc. at Zonal Education Offices. After discussion, the Chief Ministers of Provinces were requested to take action to streamline such activities at Zonal Education Offices and make such offices as teacher friendly institutions with a dedicated staff to cater to the needs of teachers.

 

06. Contribution to Commonwealth Scholarship Endowment Fund -  Sri Lanka has been a beneficiary of Commonwealth Scholarship and Fellowship Plan for a long period of time and a large number of University Academics of Sri Lanka have benefited from this Scholarship Scheme which has significantly contributed towards the improvement of academic standards of our universities. From this year onward, the Scholarship Commission in the United Kingdom has listed Sri Lanka as a Commonwealth Scholarship awarding country providing necessary financial assistance for same. The proposal made by Hon. S.B. Dissanayake, Minister of Higher Education to make a onetime contribution of US $50,000 towards the Commonwealth Scholarship Endowment Fund from the funds allocated to the University Grants commission for 2013, was approved by the Cabinet.

 

07. Investment Projects offered for CHOGM Business Forum in Sri Lanka in conjunction with the Commonwealth Heads of Governments Meeting scheduled to be held in Sri Lanka from 15th to 17th November, 2013, the Commonwealth Business Council (CBC) in collaboration with the Government of Sri Lanka, has organized the Commonwealth Business Forum (CBF). The CBF is to be held between 12th and 14th  November, 2013 at the Hotel Cinnamon Grand, Colombo. The key objective of the CBF is to attract foreign direct investment to Sri Lanka through potential investors from Commonwealth countries by making them aware of the vast investment opportunities available in Sri Lanka in various sectors. The CBC jointly with the Board Investment of Sri Lanka has identified investment opportunities which could be offered to potential foreign investors during the forthcoming CBF.   Some of the sectors of such projects are as follows:

 

*              Tourism and Leisure                      

*              Higher Education and Training                  

*              Agriculture and Fisheries            

*              Health                 

*              Information Technology                              

*              Manufacturing and Agro-processing                      

*              Infrastructure including Aviation.           

 
The proposal made by Hon. Lakshman Yapa Abeywardena, Minister of Investment Promotion to proceed with the relevant activities, was approved by the Cabinet.
