Decisions taken by the Cabinet at its Meeting held on 2013-11-11

Cabinet
1.Nuwara Eliya City Beautification Programme - the Urban Development Authonty has undertaken several projects in the Nuwara Eliya town where priority has been given for the beautification of Lake Gregory surroundings which is a significant location for tourism in the Nuwara Eliya District. The land previously used for the cut flower project has now been developed for public recreational purposes. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the relevant development activities, was approved by the Cabinet.
 
2.Allocation of Blocks of Land at Pltipana, Homagama to Mahinda Rajapaksa National School - 09 acres of land from Pitipana, Mahenawatte, has been allocated by the Urban Development Authority, to construct the Mahinda Rajapaksa National School and the said land has already been developed and the Ministry of Education has commenced activities of the National School. A land in extent of 05 acres located behind the School has also been developed by the Ministry of Education as the playground of the National School. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to proceed with the activities relating to the vesting of the relevant lands with the Ministry of Education, was approved by the Cabinet.
 
3.Transfer of 80 P Land at Mudun Ela, Kelaniya to the National Water Supply and Drainage Board- the proposal made by H.E. the President. in his capacity as the Minister of Defence and Urban Development, to allocate the above block of land through the Sri Lanka Land Reclamation and Development Corporation to the National Water Supply and Drainage Board for the construction of the Engineer's office for Kelaniya/Peliyagoda area, with the view to providing a better service with required facilities to the people in the area, was approved by the Cabinet.
 
4.Construction of a New Hostel for Agriculture College of Sri Lanka, Pelvehera, Dambulla, of the Department of Agriculture - the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture for the construction of a new hostel building at a total estimated cost of Rs.221.96 million, to provide better residential facilities and learning environment to the students following the two (02) year Diploma Course in Agriculture, was approved by the Cabinet. The preliminary work of the project will be commenced in 2013 and the balance funds for the purpose will be provided under the Medium Term Budgetary Frame Work 2014 - 2016.
 
5.Proposal for Drafting a New Bill for Seeds and Planting Material Sector - the Government has observed that it has become a timely need to draft a new Bill to deal with all aspects in the field of seeds and planting material in keeping with the new trends of scientific agricultural development in the country. The use of low quality seeds has led to various issues including low productivity and farmer disputes. The provisions presently available under the Seed Act, No. 22 of 2003 are insufficient to address such issues and to ensure the rights of farmers. Accordingly, it was decided to refer the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture. to the Cabinet Sub-Committee on Legislation for its recommendations.
 
6.China Development Bank funded Priority Roads Project 3 - the proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping. to award the contracts for the rehabilitation of the following road sections under the Phase I of the Priority Roads Project 3 funded by the China Development Bank Company Ltd., as recommended by the Standing Cabinet.

7.Direct supply of Generic Pharmaceuticals Manufactured by State Pharmaceuticals Manufacturing Corporation (SPMC) to Medical Supplies Division (MSD) - the State Pharmaceuticals Manufacturing Corporation (SPMC) was established with the commitment to manufacture quality essential drugs at affordable prices. With the view to elevating the drug manufacturing industry to a higher level by effective usage of existing resources, the proposal made by Hon, Maithripala Sirisena, Minister of Health) for the SPMC to supply the undermentioned drugs (04 items) to the Medical Supplies Division as their annual requirement, on pre-agreed prices with immediate effect) without following the competitive bidding process, was approved by the Cabinet, in addition to 26 generic pharmaceuticals already approved: 
 
  • Amoxicillin Capsules BP 500mg 
  • Cloxacillin Capsules BP 500mg 
  • Gliclazide Tablets BP 80mg 
  • Spironolactone Tablets USP 25mg 
 
8.Award of Construction Work of the University College proposed to be Established in Batangala in Dehiowlta Divisional Secretariat Division, Kegalle District to the State Engineering Corporation - the Ministry of Youth Affairs and Skills Development has made arrangements to establish 25 University Colleges affiliated to the University of Vocational Technology and the State Engineering Corporation has already undertaken the construction of buildings for University Colleges in Kuliyapitiya, Katubedda, Ratmalana, Matara, Jaffna and Anuradhapura, The proposal made by Hon. Dullas Alahapperuma, Minister of Youth Affairs and Skills Development, to proceed with the project for the construction of the University College proposed to be established in the Kegalle District to coincide with the "Deyata Kirula"Development Programme - 2014, in Batangala in the Dehiowita Divisional Secretariat Division, was approved by the Cabinet.
 
9.Construction of the Proposed University Complex of the National School of Business Management Limited (NSBM) at Homagama with Financial Assistance from Bank of Ceylon under the project financed by Local Banks- H.E. the President, in his capacity as the Minister of Finance and Planning, informed the Cabinet of Ministers that the construction work of the above project will be carried out with financial assistance from the Bank of Ceylon and that it will be implemented under the supervision of the Ministry of Youth Affairs and Skills Development and completed in 2015.
 
10.Establishment of a Vocational Training Centre in the Northern Province with Grant Assistance from the Government of the Federal Republic of Germany - a Vocational Training Centre with necessary facilities is to be established at Kilinochchi with grant assistance from the Government of the Federal Republic of Germany and the work is to be completed by 2015. The proposed Vocational Training Centre will have the capacity to cater to 200 trainees and will offer short- term and long-term training programmes. The Government of Germany has agreed to enhance its financial contribution for this project with an additional grant of Euro 4.4 million, to establish 8 Satellite Centres at this Vocational Training Centre at Kilinochchi and these Satellite Centres will be established in Mullaitivu, Jaffna, Kilinochchi, Vavuniya and Mannar Districts. The project will be implemented by the Ministry of Youth Affairs and Skills Development in close collaboration with the relevant line Ministries and Agencies. The above proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, was approved by the Cabinet.
 
11.Memorandum of Understanding between the Government of Sri Lanka and the Government of the People's Republic of Bangladesh to train Bangladeshi Nurses and Healthcare Workers in Sri Lanka - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to enter into the above Memorandum of Understanding to provide training for Nursing Officers and Healthcare Workers of Bangladesh in selected training institutions in Sri Lanka! was approved by the Cabinet.
