Decisions taken by the Cabinet at its Meeting held on 2013-12-16

1.      Allocation of Land at Hulftsdorp to the Attorney General's Department - the proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Development, to allocate a vacant plot of land around 80 perches in extent situated at Hulftsdorp, Colombo 12, owned by the Urban Development Authority, to the Attorney General's Department, as the existing space in the buildings is inadequate to meet the present requirements of the Department, was approved by the Cabinet.

 

2.      Completion of bridge work related to Nepal Lumbini Sri Lanka Vihara and renovation of Dutugamunu Pilgrims' Rest - on the above proposal made by Hon. D.M. Jayaratna, the Prime Minister in his capacity as the Minister of Buddha Sasana and Religious Affairs, Cabinet approval was granted for completion of the above works during the year 2014.

 

3.      Extension of the term of Office of the National Delimitation Committee for the Demarcation of Wards under the Local Authorities Elections Ordinance (Chapter 262) for a further period of two months - the proposal made by Hon. A.L.M. Athaulla, Minister of Local Government and Provincial Councils, to extend the term of office of the above Committee for a further period of three months with effect from 2013-12-07 for the completion of the work entrusted to the Committee, was approved by the Cabinet.

 

4.      Implementation of the National Action Plan for Disability - the National Policy on Disability promotes and protects the rights of differently able people in the spirit of social justice. They will have opportunities for enjoying a full and satisfying life and for contributing to national development, their knowledge, experience and particular skills and capabilities as equal citizens of Sri Lanka. The National Action Plan has been designed for implementation of 7 Thematic areas namely, Empowerment, Health and Rehabilitation, Education, Work and Employment, Mainstreaming and Enabling Environments, Data and Research and Social Institutional Cohesion. Nearly Rs.65 billion has been allocated by the Government in the Medium Term Budgetary Framework 2014 - 2016 for the implementation of the Government Policy Framework on empowering the differently able community and mobilizing them as an equally useful segment of the society. The proposal made by Hon. Felix Perera, Minister of Social Services, to proceed with the activities relating to the implementation of the said Action Plan, was approved by the Cabinet.

 

5.      Sales Promotion of the Products of the Disabled and the Elders Community -  on the proposal made by Hon. Felix Perera, Minister of Social Services, the Cabinet granted approval for the Ministry of Social Services to formulate a combined Action Plan for the promotion and sale of the products of the disabled and the elders in association with the Ministries of Traditional Industries and Small Enterprise Development; Economic Development; and Botanical Gardens
and Public Recreation and all other stake holders including public and private trade agencies.

 

6.      Procurement of Plant Materials for Phase V of the "Divi Neguma" National Development Programme - it has been planned to distribute vegetable seeds and plants under Phase V of the Divi Neguma National Development Programme now being implemented with the objective of developing home gardens as productive economic units ensuring food and nutrition security of the people and to make the country self sufficient to a great extent in vegetables and fruits, thereby minimizing food and fruits imports. The proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, to procure plants required for the above programme from the nurseries of the Department of Agriculture and those  registered with the Department and to proceed with the relevant activities, was approved by the Cabinet.

 

7.      Proposal for a New Draft Bill for Soil Conservation and Preventing Land Degradation - the proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, to enact new Legislation in place of the existing Legislation, to deal with matters relating to soil conservation and land degradation more effectively in keeping with the accelerated development activities of the Government was referred to the Cabinet Sub-Committee on Legislation for recommendations.

 

8.      Commemoration of the National Safety Day - 2013 - 26th of December each year has been declared as the "National Safety Day" which has been commemorated for seven years continuously since 2006, centering around Galle, Ratnapura, Kandy, Kurunegala, Jaffna, Batticaloa and Badulla Districts respectively. The proposal made by Hon. Mahinda Amaraweera, Minister of Disaster Management, to implement the programmes scheduled for the purpose for the National Safety Day 2013 in the Kalutara District, with the active participation of the relevant Ministries and Provincial Council and other stakeholders, was approved by the Cabinet.

 

9.      Approval to lease out two Blocks of Land in the rest areas on Southern Expressway for the Establishment of Fuel Filling Stations - the proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and  Shipping, to lease out two (02) plots of land identified near to the Rest Area on the Southern Expressway, for the establishment of Fuel Filling Stations to a subsidiary company of Sri Lanka Insurance Corporation Limited, on the valuation given by the Chief Government Valuer, for a period of 30 years, was approved by the Cabinet.

 

10.  Purchase of 02 Ships for the Ceylon Shipping Corporation Limited under Phase - 1 of the Project - the proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to purchase two (02) Bulk Carriers for the Ceylon Shipping Corporation, as recommended by the Cabinet Appointed Negotiating Committee (CANC) and to instruct the Director General of the Department of External Resources to finalize formalities of loan arrangements, was approved by the Cabinet.

 

11.  Japan International Cooperation Agency Funde d Major Bridges Construction Project of the National Road Network - Procurement of Consulting Services - the Government of Sri Lanka has received a loan of Japanese Yen 12,381 million from the Japan International Cooperation Agency (JICA) towards the cost of Major Bridges Construction Project of the National Road Network and 37 major bridges are to be constructed under this project. The proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to award the contract for providing consultancy services for the above project as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

12.  Surface Water Development in Chilaw and Puttalam - ADB Assisted Dry Zone Urban Water & Sanitation Project - this Project is to be implemented with the assistance of the Asian Development Bank. The proposal made by Hon. Dinesh Gunawardena, Minister of Water Supply and Drainage, to award the above contract to the lowest evaluated substantially responsive bidder as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

13.  Enhancement of Scope of Work of the Projects Implemented under ADB and JICA Loans by Utilizing the Balance Funds of Loans - The proposal made by Hon. Pavithra Wanniarachchi, Minister of Power and Energy, to utilize the balance
funds of 03 loans provided by the Asian Development Bank (ADB) and 01 loan provided by the Japan International Cooperation Agency (JICA), for related activities of Grid Substations of Chunnakam, Polonnaruwa, Moneragala, Valachchenai, Maho, Naula, Puttalam, Kilinochchi, Vavuniya, Kelaniya and Kiribathkumbura, with the consent of the donor agencies and to proceed with the relevant activities, was approved by the Cabinet.

 

14.  Procurement of Fertilizer for the Maha Season 2013/2014 - the two proposals made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, for the award of the relevant contract for the procurement of fertilizer for the Maha Season 2013/2014 as recommended by the Standing Cabinet Appointed Procurement Committees (SCAPCs) subject to the stipulations made by the General Treasury, was approved by the Cabinet.

 

15.  Construction of Migrant Resource Centre of Sri Lanka Bureau of Foreign Employment at Hali Ela, Badulla - the above proposal made by Hon. Dilan Perera, Minister of Foreign Employment Promotion and Welfare, to provide better services to migrant workers, utilizing funds generated by the Sri Lanka Bureau of Foreign Employment, was approved by the Cabinet.

 

16.  Additions and Alterations to the Existing Training Centre of the Sri Lanka Bureau of the Foreign Employment at Dambulla and to upgrade it as a Fully Equipped Migrant Resource Centre - the Migrant Resource Centre of Matale District is to be developed with additions and alterations to the existing Trainig Centre and provision of hostel facilities to 180 trainees and training facilitate to 350 trainees. The proposal made by Hon. Dilan Perera, Minister of Foreign Employment Promotion and Welfare, to proceed with the relevant renovation activities, was approved by the Cabinet.

 

17.  Obtaining Additional Grant Assistance for Financing the Cost of Extended Consultancy Services Contract of Waste Water Disposal Project for Ratmalana 1 Moratuwa and Ja-Ela 1 Ekala Areas - Waste Water Disposal Project for Ratmalana / Moratuwa and Ja-Ela / Ekala Areas is implemented with the financial assistance from the Swedish International Development Cooperation Agency (SIDA) and the proposal made by the H.E. the President, in his capacity
as the Minister of Finance and Planning, to sign an amendment to the Agreement with SIDA to finance the additional fund requirement for consultancy services of the project, was approved by the Cabinet.

 

18.  Rs.520 million (Japanese Yen 400 million) Grant for Provision of Industrial Equipment under Japanese Non Project Grant Aid - the Government of Japan, in addition to the Annual Yen Loan Package, provides grant assistance annually under various Grant Schemes one of which is the Non-project Grant Aid Scheme, with a view to strengthening friendship and cooperation between the two countries. The Government of Japan has agreed to grant assistance in a sum of Japanese Yen 400 million under this Non-project Grant Aid Scheme for the financial year 2013/2014 which is to be utilized for provision of medical equipment to Teaching Hospitals, Secondary Hospitals and Medical Research Institutes of the Ministry of Health to improve the healthcare facilities for the upliftment of health standards of Sri Lankan citizens. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to sign Exchange of Notes with the Government of Japan for the purpose, was approved by the Cabinet.

 

19.  Closing of Mahaweli Tunnel at Polgolla and New Laxapana Power Tunnel for Safety Checking - Polgolla tunnel and intake, one of the key trans-basin conveyances of Mahaweli System was commissioned in 1976 to divert Mahaweli  water to the North Central Province. This tunnel has been last inspected in 1986 and has been in operation for more than 20 years without any inspection. Similarly, new Laxapana Power Tunnel has not been inspected since its commission in 1975. Hon. Nimal Siripala de Silva, Minister of Irrigation and Water Resources Management, informed the Cabinet that his Ministry has taken action to close Polgolla and New Laxapana Tunnel temporarily for two weeks during the month of January 2014 to inspect the tunnels in order to avoid any disastrous situation that may arise due to any delay in attending to structural damages, if any, of these tunnels, and also taken steps to mitigate economic and social impact of the closure.

 

20.  Introduction of 92 RON Gasoline in place of 90 RON Gasoline to the Local Market - pursuance to an analysis conducted with regard to specifications of the appropriate gasoline grade to be marketed in Sri Lanka, the Ceylon Petroleum Corporation (CPC) has recommended the 92 RON gasoline which has many advantages compared to 90 RON gasoline presently used. The proposal made by Hon. Anura Priyadharsliana Yapa, Minister of Petroleum Industries, to introduce 92 RON gasoline to the local market with effect from 2014-01-01, was approved by the Cabinet.

 

21.  China Aided Superior Court Complex Maintenance Project - the Chinese Government has agreed to undertake a project to repair and refurbish the Superior Court Complex under Chinese Aid. The proposal made by Hon. Rauff Hakeem, Minister of Justice, to exempt the items needed for the project from the relevant taxes and levy, after the project is approved as a special project under relevant Acts, was approved by the Cabinet.

 

22.  Provision of Equipment for Mahindodaya Technological Laboratories under the Programme of Redesigning of 1000 Secondary Schools - the proposal made by Hon. Bandula Gunawardena, Minister of Education, to purchase 6,600 computers with all accessories, 400 printers, 100 scanners and 85 laptop computers for 100 Mahindodaya Technological Laboratories, as per the recommendations of the Standing Cabinet Appointed Procurement Committee (SCAPC) and the Technical Evaluation Committee (TEC), was approved by the Cabinet.

 

23.  Implementation of the Integrated Timetables - Sri Lanka Transport Board (SLTBI) and the private operators daily operate around 4,314 and 17,129 buses respectively to cater to six million passengers island-wide. Non-operation of these buses on integrated timetable has caused immense difficulties to passengers. The proposal made by Hon. A.H.M. Fawzie, Minister (Senior) for Urban Affairs and the Chairman of the Cabinet Sub-Committee appointed for the purpose, to
implement integrated timetables with a ratio of 60% - 40% between Private and SLTB buses respectively, in order to avoid unhealthy competition between SLTB and the private operators and to provide a better transport service to the public, with effect from 2014-01-15, was approved by the Cabinet.
