Decisions taken by the Cabinet at its Meeting held on 2014-01-03

01.    Scanning and e-documenting of applications and the relevant associated documents submitted to the Department of Immigration and Emigration for obtaining Citizenship and Visas - since a large number of applications along with supporting documents for obtaining dual citizenship, registering births of children born overseas and obtaining visas, are being received by the Department of Immigration and Emigration, it has been proposed to commence a project to convert such applications and documents relating to citizenship and visas, into an electronic document archive. This will facilitate to strengthen the visa and citizenship issuance process and upgrade the record management system. The proposal made by H.E. the President, in his capacity as the Minister of Defence and Urban Developmerit, to proceed with the project, was approved by the Cabinet.

 

02.    Avian / Pandemic Influenza Surveillance Project - the Centres for Disease Control and Prevention - USA is to provide funds to the Epidemiology Unit of the Ministry of Health for a period of five years for implementation of a National Avian / Pandemic Influenza Programme. Sri Lanka is considered to be in high risk category for H5Nl Avian influenza due to its geographical location, existence of a considerable poultry industry and its popularity as a destination for migratory birds. A sum of money equivalent to US $852,050 will be received over the next five years (2014-2018) in yearly installments to conduct the programme. The proposal made by Hon. Maithripala Sirisena, Minister of Health, to proceed with the activities relating to the above programme, was approved by the Cabinet.

 

03.    Transferring the Water Supply System in Ratnapura Provincial General Hospital to the National Water Supply and Drainage Board - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to transfer the Water Supply System in Ratnapura Provincial General Hospital from the Buildings Department to the National Water Supply and Drainage Board to provide a better service to the hospital, was approved by the Cabinet.04.    Urban Forest Resort Project, Sri Jayewardenepura Kotte - the proposal made by Hon. Basil Rajapaksa, Minister of Economic Development, to develop the land at Battaramulla with an extent ofabout 11 acres owned by the Urban Development Authority, which was used for thesexhibition of "Reflection of Sri Lanka" as an Urban Forest Resort wifhoiit any adverse impact upon the landscape of the area, to cater to the tourists both local and foreign, and to proceed with the activities, was approved by the the Cabinet.

 

04. Urban Forest Resort Project, Sri Jayewardenepura Kotte - the proposal made by Hon. Basil Rajapaksa, Minister of Economic Development, to develop the land at Battaramulla with an extent of about 11 acres owned by the Urban Development Authority, which was used for the exhibition "Reflection of Sri Lanka" as an Urban Forest Resort without any adverse impact upon the landscape of the area, to cater to the tourists both local and foreign, and to proceed with the activities, was approved by the the Cabinet.

 

05.    International Conference on Language and Development held in Cape Town, South Africa from 15th to 17th October 2013 - a delegation from Sri Lanka led by Hon. Vasudeva Nanayakkara, Minister of National Languages and Social Integration, attended this Conference and the Minister apprised the Members of the Cabinet on the events that took place at the Conference and the representations made by the delegation. Cabinet observed that in South Africa, Primary Education is provided free of charge.-but not Secondary Education which is provided free of charge only for children from families of low income groups. The Minister also stated that the delegates at the Conference were impressed about our system of education that facilitates a child to receive education from the lowest level to the highest in all three languages and that, too, free of charge.

 

06.    Purchasing a Block of Land for the Development of the Infrastructure Facilities of the Unlverstty of Mo.ratuwa - the University of Moratuwa comprises of three Faculties in the disciplines of Engineering. Information Technology and Architecture and the number of students admitted for the Academic Year 2011/2012 was 1747. The proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to purchase the block of land at Katubedda, Moratuwa, to provide more accommodation to the students and the staff of the University, was approved by the Cabinet.

 

07.    Construction of Official Quarters Complex for the District Secretariat, Badulla - Badulla District consists of 1 S Divisional Secretary's Divisions and the total population is around 811,758. The proposal made by Hon, W.DJ. Seneviratne, Minister of Public Administration and Home Affairs, to construct official quarters for the District Secretariat, Badulla at a total cost estimate of Rs.S7.4 million, was approved by the Cabinet.

 

08.    Construction of a new two storied building for the Divisional Secretariat, Kandawalai - this Divisional Secretary's Division situated in the Kilinochchi District of the Northern Province consists of 16 Grama Niladhari Divisions and the total

 

09.    Establishment of a Private Company to Manage, Operate and Maintain Entities Established by the Atomic Energy Authority and Its Successor - "     the proposal made by Hon. Patali l;ha1l}pika Ranawaka, Minister of Technology and Research to establish a P!iv~te limited liability company to be owned by the Atomic Energy Authority, to manage, operate and maintain the government owned Gamma Irradiation Facility and the National Centre for Non-Destructive Testing and all such other entities that may be established by the Atomic Energy Authority for commercial operations, was approved by the Cabinet.

 


10.    Asia - Pacific Regional Conference for the Principles on the Childhood Protection and Education - Seoul - Korea - the above Conference was held in Seoul, South Korea towards the latter part of 20 13 and a delegation from Sri Lanka headed by Hon, Bandula Gunawardena, Minister of Education attended this Conference and the Hon. Minister informed the Cabinet that discussions have been concluded in particular relating inter alia, to the following:

 

  • obtaining technical assistance for programmes of annual training conducted for teachers required for the G.C.E. (AIL) Technological Subject Stream;
  • offering scholarships for Graduate Courses in Korean Universities for Sri Lankan students in the field of  information technology; and
  • obtaining equipment required for technological laboratories.

 

11.    Transferring a Block of Land to ClDevi Balika Vidyalaya, Colombo - the proposal made by Hon. Bandula Gunawardena, Minister of Education, to transfer a block of land owned by the Department of Railways, to the Ministry of Education to provide more space to develop the sports activities of Devi Balika Vidyalaya, Colombo, was approved by the Cabinet.

 

12.    The National Disaster Management Plan - this Plan has been prepared for the period of 5 years from 2013 to 2017 conforming to the Disaster Management Act, No.l3 of 2005 and the Sri Lanka National Disaster Management Policy. The objective of the Plan is to establish and strengthen the Disaster Risk Management Framework outlined in the Act and to implement related programmes involving multi-stakeholder participation covering all phases of the Disaster Management Cycle. The proposal made by Hon. Mahlnda Amaraweera, Minister of Disaster Management, to implement
the National Disaster Management Plans was approved by the Cabinet. 13.    Lease of Land owned by KahagoUa Engineering Services Company Ltd. to Sri Lanka Bureau of Foreign Employment - the proposal made by Hon. Dayasritha Thissera, Minister of State Resources and Enterprise Development, to lease out the block of land at Kahagolla, Diyathalawa on a 99 year lease. to the Sri Lanka Bureau of Foreign Employment for [the development of a training centre, was approved by the Cabinet.

 

14.    China Development Bank Funded Priority Roads Project 3 (phase I .. Lot 2) award of contracts - the proposal made by H.E. the President in his capacity as the Minister of Highways, Ports and Shipping, to award the contracts for the rehabilitation of the following sections of roads as recommended by the Standing Cabinet Appointed Procurement Committee eSCAPC), was approved by the Cabinet:

 

•    Narandeniya - Hakmana Road from 0 to 11.95 km;
•    Ayagama - Egalcya Road from 0 to 23 km;
•    Mawanella - Hemmathagama - Gampala Road from 0 to 26.00 km; and
•    Hatton - Maskeliya - Delhousie Road from 0 to 31.89 km

 

15.    Widening and improvement of 64.31 km, of roads in Central and Uva Provinces and reconstruction of Thirteen (13) Bridges - the proposal made by H.E. the President in his capacity as the Minister of Highways, Ports and Shipping, to award the contracts for the widening and improvements of 5 sections of roads as given below and reconstruction of 13 bridges, in the Central and Uva Provinces . as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC). was approved by the Cabinet:

 

  • Kandy - Kirimatiya Road (0.0 • 7.64 km);
  • Ampitiya - Gurudeniya Road (0.0 - 2.25 km);
  • Nuwara Eliya -Ragala- Udupussallawa Road (19.0 - 46.0 km);
  • Welimada - Kirklees Road. (0.0 - 17.83 Ian); and
  • Avissawella - Hatton - Nuwara Eliya Road (98.9 - 108.49 km).


16.    Tender for Supply of Blood Glucose Testing Strips 10,059,962 Nos. and Lancets 10,059,962 Nos •• the proposal made by Hon, Maithripala Sirisena, Minister of Health, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

17.    Tender for Supply of Sterile Blood Administration Sets with 18G Needle for use with Blood Bags (650,000 Sets), CPD Adenine (CPD-Al) Double Blood Bags for Collection of 450ml of Blood (100,000 Bags), CPD Adenine (CPD-Al) Single Blood Bags for Collection of 250m) of Blood (1500 Bags), CPD Adenine (CPD-Al) Single Blood Bags for Collection of 450ml of Blood (2,200 Bags) CPD Adenine (CPD-Al) Triple Blood Bags for Collection of 450ml of Blood (220,000 Bags), Blood Transfer Bags 300inl (25,000 Bags), Blood Transfer Bag 150m I (16,~OO Bags), Quadruple Blood " Bags (bottom & top) with additive solufton:: (110,000 Bags) - the proposal " made by Hon. Maithripala Sirlsena, Minister of Health, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

18.    Construction of Stage II of the Surgical Theatre Complex at Kegalle Hospital - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to award the above contract to the Central Engineering Consultancy Bureau (CECB), was approved by the Cabinet.

 

19.    Establishment of a Training Centre for the Palestinian Youth in Ramallah City in the State of Palestine - it is proposed to establish a Centre in the Ramallah City in the State of Palestine to train the Palestinian youth in the areas such as tourism / hospitality, middle level healthcare (nursing) and similar vocations initially for a period of five years. The proposal made by Hon. (Prof.) G.L. Peiris, Minister of External Affairs, to establish and administer the training centre for an initial period of five years from January 2014, was approved by the Cabinet.

 

20.     Loans from Domestic Banks for the Rehabilitation and Improvements to & the Sections of the following Roads on priority basis - the proposals made by H.E. the President, in his capacity as the Minister of Finance and Planning, to authorize the Road Development Authority to enter into loan agreements with a State Bank to obtain loans for the rehabilitation and improvements to the following road sections, were approved by the Cabinet:

 

•    Thaldoowa - Meewitigammana Road (B408) - from 0 km to 17.30 km; and
•    Kurunegala - Narammala - Madampe Road - from 40.87 km to 64.77 km.
