Decisions taken by the Cabinet at its Meeting held on 2014-01-23

01. Granting relief to persons affected by the acquisition of lands for the Morana Reservoir Project in Badulla District - the Morana Reservoir is a new irrigation project in the Rideemaliyadda Divisional Secretary's Division of the Badulla District, to overcome the shortage of water in the Nagadeepa Scheme. With the implementation of this project it will be possible to supply water in both Yala and Maha seasons for about 1500 acres of paddy lands under the Nagadeepa Scheme, and also drinking water for the people in the area. It is necessary to acquire 250 ha. of land for this reservoir and arrangements have been made to provide relief and relocate those to be affected, in the villages of Lihiniyaya and Aldeniya. A proposal made by Hon. Nimal Siripala de Silva, Minister• of Irrigation and Water Resources Management to award compensation for properties of persons affected and granting of relief in respect of relocation, was approved by the Cabinet.


02. National Programme to build a society free from indulgence in intoxicants - 2014 - it has been observed that, protecting particularly the youth and the future generations of our country from indulgence in intoxicants such as being addicted to heroin, alcohol, tobacco etc., is a national priority. Cabinet of Ministers considered a proposal-made by Hon. Maithripala Sirisena, Minister of Health to implement a National Programme in collaboration with all State and Private Sector Organizations with community participation, to build a society free from indulgence in intoxicants. After discussion, Cabinet decided to appoint a Cabinet Sub-Committee under the Chairmanship of H.E. the President and consisting of the Hon. Minister of Health and other relevant Ministers, to be assisted by an Officials' Committee comprising of Senior Officials.for this purpose.


03. Increasing Milk Production through Availability of Dairy Feed at Affordable Prices - the intention of the government is to reach self sufficiency in all livestock produce and the dairy industry has been identified as a key area to be developed as a local industry. Sri Lanka has reached 40% self sufficiency by producing 299 million litres of milk in 2012 which is a 16% increase when compared to that of 2011. 40% of the cost of.production of a litre of milk is borne by concentrated feed which is mainly ~ mixture of Maize, Rice Bran, Coconut Poonac and Wheat Bran together 'with minerals and vitamins. The proposal made by Hon. Arumugan Thondaman, Minister of Livestock and Rural Community Development, to take measures to restrict the export of Coconut Poonac and Rice Bran, so that these could be made available for dairy feed at affordable prices, was approved by the Cabinet.


04. Establishment of a Sri Lanka Resident Diplomatic Mission in Berne, Switzerland - there are 54,932 expatriate Sri Lankans in Switzerland as at 2012. Switzerland has for many decades extended bilateral assistance to Sri Lanka for development programmes. The value of total trade between the two countries was US $325.76 million in 2012. It is observed that there is considerable potential to increase exports to Switzerland which is a major industrialized nation and a gateway to the European markets. The proposal made by Hon. (Prof.) G.L. Peiris, Minister of External Affairs, for the establishment of a Sri Lanka Diplomatic Mission in Berne, the capital of Switzerland, with effect from opt February, 2014, and to proceed with the relevant activities, was approved by the Cabinet

05. Title Registration Act, No.21 of 1998 - one of the major programmes implemented by the Ministry of Lands and Land Development is the Title Registration (Bimsaviya) Programme which is being implemented under the provisions of the above Act. The proposal made by Hon. Janaka Bandara Thennakoon, Minister of Lands and Land Development, to make certain amendments to the above Act on the recommendations made by a Special Committee appointed by H.E. the President, to identify the problems arisen in the implementation of the provisions of the above Act, and to instruct the Legal Draftsman to prepare amendinglegislation accordingly, for the benefit of the public, was approved by the Cabinet.

 

06. Development of Tropical Bio-diversity Fruit Gardens in Horana, Kundasale and Diyagama - it has been observed that there is an increasing demand for fruits in the local as well as the overseas market. With the objective of introducing new varieties, producing quality seeds and planting material and promoting the interest and ambition of people towards the cultivation of fruits and provision of basic propagation materials of recommended varieties, the initial phase of establishing tropical fruit gardens in Horana, Kundasale and Diyagama, has already been finalized. The proposal made by Hon. Mahinda Yapa Abeywardena, Minister of Agriculture, to proceed with the relevant activities, was approved by the Cabinet.

 

07. Tender for Supply of Locally Manufactured Unsterilized Latex Examination Gloves On Long Term Agreement for the Year 2014 - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to extend the contract of the present supplier for the supply of the above items, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

08. Construction of Stage II of Cancer Ward Complex in Teaching Hospital - Batticoloa - Teaching Hospital, Batticoloa is the main hospital in the Eastern Province. Construction of Stage I of the Cancer Ward Complex of this hospital was awarded to the Central Engineering consultancy Bureau (CECB) which is a Government concern and the work is now in progress. The proposal made by Hon. Maithripala Sirisena, Minister of Health, to award the contract for the construction work of Stage II of the Project also to the CECB, was approved by the Cabinet.

 

09. Tender for Supply of Measles, Mumps and Rubella Vaccine Live Attentuated -(Freeze Dried) MMR Vaccine 10 Dose Vial - the proposal made by Hon. Maithripala Sirisena, Minister of Health, to award the above tender as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

10. Rehabilitation of Priority Roads with Financial Assistance from Local Banks - Cabinet approval has already been granted for the rehabilitation and improvements to the following sections of roads with financial assistance from local Banks. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to authorize the Road Development Authority to enter into loan agreements with the relevant local Banks, was
approved by the Cabinet:
    -    Wattala - Mahara Road (B460)(0-7.24 km);
    -    Ambalangoda - Elpitiya - Pitigala Road
        (B 14) (16.23 km - 29.36Km );
    -    Madawachchiya - Horowpathana Road
        (B2B2) (0.00km - 10.00 km); and
    -    Hendala - Hunupitiya Road (BI51) (0.00km. - 4.02 km).

 

11. Project for the Construction of 1000 Rural Bridges - it is proposed to construct 1000 bridges in rural areas to establish connectivity for transportation and through this initiative, a large number of remote villages will be benefited and in turn will provide easy access to market, education and health care facilities to villagers. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to enter into loan agreements with the relevant foreign Banks for the purpose, was approved by the Cabinet.

 

12. State Visit by H.E. the President of Sri Lanka to the Republic of Kenya - H.E. the President of Sri Lanka visited Kenya on the invitation of H.E. the President of Kenya. The bilateral talks between the two leaders covered a wide range of issues of mutual interest. The two leaders agreed that this visit was an exceptional opportunity to consolidate the longstanding partnership between the two countries and forge even closer ties heading into a new and promising future of shared destiny and mutual prosperity. The significance of signing of the Agreement on establishing the Kenya - Sri Lanka Joint Commission for Co-operation, as a primary point of contact for advancing, monitoring and evaluating bilateral ties between the two countries, was highlighted.
