01. Setting-up of National Equipment Identity Register (NEIR) at Telecommunications Regulatory Commission of Sri Lanka (TRCSL) -  at present, there are nearly 2.2 million mobile phone users in the country and the TRCSL has decided to set up a National Equipment Identity Register for use of all Mobile Operators with the aim of curtailing the counterfeit mobile phone market and to discourage mobile phone theft so as to protect the consumers. This NEIR acts as a central system for all network operators to ensure that black listed mobile terminals in one network will not work on other networks even if the Subscriber Identity Module (S1M) Card in the device is changed. The proposal made by H.E. the President, to proceed with the relevant activities, was approved by the Cabinet.

 

02. Multi-storied Housing Scheme proposed to be constructed for Legal Officers of the Attorney General's Department on the Andersonwatta Land, Chitra Lane, Narahenpita under Jana Sevana National Housing and Settlement Development Drive - Cabinet approval has already been granted for the construction of a Housing Scheme with 55 Housing Units in a multi-storied building at Chitra Lane, Narahenplta, for the Legal Officers of the Attorney General's Department. The proposal made by Hon. Wimal Weerawansa, Minister of Construction, Engineering Services, Housing and Common Amenities, to increase the number of Housing Units to 80 and the number of stories from 12 to 20, to provide more accommodation to the Legal Officers of the Attomey General's Department. was approved by the Cabinet.

 

03. Initiating the "Sujatha Diyani Scholarship Fund" for Female Students of Low Income Families Following the New Technology Subject Stream - steps are being taken by the Ministry of Education to set up the above Scholarship fund from the donation of US $100,000 made by Mrs. Lee Young-ae, the main actress of the popular Tele Drama "Sujatha Diyani" telecast in this country. It is intended to provide financial assistance through this Fund, in a sum of Rs.5OOI- per student per month for selected female students from low income families with the highest qualifications following the G.C.B. Advanced -Level Technology subject stream from each District, as the first stage. The above proposal was made by Hon, Bandula Gunawardena, Minister of Education and it was decided to implement the proposal through the Public Trustee.

 

04. Aquaculture Management Regulations made under paragraph (c) of sub Section (2) of Section 37 of the National Aquaculture Development Authority of Sri Lanka Act, No.53 of 1998 - the proposal made by Hon. Rajitha Senaratne, Minister of Fisheries and Aquatic Resources Development, to submit the above regulations to Parliament, was approved by the Cabinet. Through these regulations, aquaculture farming without obtaining a license for same is prohibited and an inspection fee too has been included in the regulations. .

 

05. Conservation of Dutch Fort in Jaffna - the Dutch Fort in Jaffna was built by the Dutch in 1690 and the Department of Archaeology commenced conservation work of same in 2009 with financial assistance from the Government of Netherlands and the Government of Sri Lanka. The proposal made by Hon. (Dr.) Jagath Balasooriya, Minister of National Heritage, to complete the balance conservation activities in the Dutch Fort in Jaffna with an estimated cost of Rs.200 million within the next 4 years commencing from 2014. was approved by the Cabinet.

 

06. Fertilizer Procurement - Yala Season 2014 - supply of fertilizer under the subsidy scheme is handled by Ceylon Fertilizer Company Ltd. (CFC) and Colombo Commercial Fertilizer Ltd. under the purview of the Ministry of Agriculture. The proposal made by Hon, Mahinda Yapa Abeywardena, Minister of Agriculture, to procure the required quantities of fertilizer for the Yala Season - 2014 as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPe). was approved by the Cabinet.

 

07. Relocation of the Tangalle Prison and a Section of the Welikada Prison in Colombo at Eramlniyaya, Angunakolapelessa - Tangalle Prison and a Section of the Welikada Prison in Colombo are to be re-located at Eramlniyaya; Angunakolapelessa. The proposal made by Hon, Chandrasiri Gajadeera, Minister of Rehabilitation and Prison Reforms, to award the above contract as recommended by the Cabinet Appointed Procurement Committee (CAPC), was approved by the Cabinet.

 

08. Establishment of National Expressway Authority - the functions related to Expressways are being handled by the Road Development Authority at present. The proposal made by H.E. the President. in his capacity as the Minister of Highways, Ports and Shipping. to establish a National Expressway Authority (NEA) , in order to administer and manage the operation and maintenance of the already commissioned Expressways and to plan and construct the proposed new projects. which are as follows, as early as possible, and to proceed with the related activities, was approved by the Cabinet:

 

  • The Southern Expressway from Kottawa to Pinnaduwa and the Colombo - Katunayake Expressway have  already been commissioned and are in operation;
  • The Section of the Outer Circular Highway from Kottawa to Kaduwela and the Section of the Southern Expressway from Pinnaduwa to Matara are expected to be commissioned in March 2014; and
  • Action has been initiated relating to the projects for the Northern Expressway from Enderamulla to Dambulla and Kandy; Extension of the Southern Expressway from Matara to Hambantota; and an Expressway from Ingiriya to Ratnapura.
