01. Financial Assistance from the Asian Development Bank (ADB) for Implementation of the Skills Sector Enhancement Program (SSEP) - the Skills Sector Development Programme aims to establish an efficient skills education system to meet the local and foreign labour market demand by 2020. The programme will develop skills, abilities and competencies of the youth to meet the demand of the global economy and support the country's transition to a knowledge-based economy. The Asian Development Bank has agreed to contribute US $200 million for the purpose. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to proceed with the relevant activities, was approved by the Cabinet.

 

02. Development of the Faculty of Agriculture and the Faculty of Engineering at Kiliinochchi, University of Jaffna - the Government of India has allocated Rs.300 million each for the Faculty of Agriculture and the Faculty of Engineering through Small Development Project (SDP) Grant Assistance. With the Rs.300 million allocated to the Faculty of Agriculture, it is proposed to set up a Centre for Skills Development which will provide facilities for an Auditorium, a Computer Unit, a Library and an Indoor Games complex. With the Rs.300 million allocated for the Engineering Faculty. it is proposed to set up a building which would house the Civil and Mechanical Engineering Departments with the necessary equipment and furniture. The proposal made by Hon. S.B. Dissanayaka, Minister of Higher Education, to proceed with the relevant activities, was approved by the Cabinet.

 

03. South East Asia Sub-Regional Parliamentarian's Meeting on Trafficking and Prevention of Violence Against Women, held in Manila, Philippines - On an invitation extended by the Executive Director of the Asian Forum of Parliamentarians on Population and Development (AFPPD), Hon. Tissa Karalllyadda, Minister of Child Development and Women's Affairs attended the above Conference. The main objective of the Conference was to' provide an opportunity for Parliamentarians from the Asia Pacific Region to meet and discuss-human trafficking issues in South East Asia and to share each other's experience on the subject. The delegates who attended the above Conference appreciated the achievements made by Sri Lanka in combating human trafficking in the country and also the positive steps taken to eliminate gender-based violence. The above information was provided to the Cabinet by Hon. TIssa Karalliyedda, Minister of Child Development and Women's Affairs.

 

04. Regulation Made under paragraph (c) of Sub-Section (2) of Section 37 of the National Aquaculture Development Authority of Sri Lank Act, No.53 of 1998 on Live Rock Culture for Export Regulations No.1 of 2011 - many countries in the world have used specific areas with high biodiversity in the coastal belt and inland waters for live rock culture. Live rock can be used for beautification of marine and fresh water ornamental fish tanks. The proposal made by Hon. Rajitha Senaratne, Minister of Fisheries and Aquatic Resources Development, to submit the relevant Gazette Extraordinary Notification Nos.1734/12 dated 2011-11-30 and 1786/26 dated 2012-11-30 containing the regulations for the purpose, to Parliament, was approved by the Cabinet.

 

05. Proposed Agreement on Domestic Worker Recruitment between the Ministry of Labour of the Kingdom of Saudi Arabia and the Ministry of Foreign Employment Promotion and Welfare of Sri Lanka .-  the Government of the Kingdom of Saudi Arabia has given its concurrence to the draft Agreement to be entered into between the two Governments to protect the rights and safeguard the welfare of migrant domestic workers. Currently about  5OO,OOO Sri Lankans are employed in the Kingdom of Saudi Arabia of which 60% are female domestic workers. The Kingdom of Saudi Arabia has entered into an Agreement on Labour Migration only with the Philippines' and the second such Agreement was due to be entered with India on 03rd January 2014. Their third Agreement will be with Sri Lanka and the said Agreement is very similar in content to the Agreement entered into between the Kingdom of Saudi Arabia and the Philippines. The salient features of the Agreement are-

 

  • The employer should open a Bank Account for the domestic worker and deposit the salary monthly in that Account. The Pass Book of the Bank Account to be- in the custody of the domestic worker;
  • 30 days paid vacation in Sri Lanka at the end of a period of 02 years service. If the-domestic worker is returning to the same employer. additional 01 month's salary to be paid;
  • The Passport to be in the custody of the domestic worker; and recruitment to be done at no cost to the domestic worker.

The proposal made by Hon, Dilan Perera, Minister of Foreign Employment Promotion and Welfare to enter into the above Agreement with the Government of the Kingdom of Saudi Arabia, was approved by the Cabinet.

 

06. Northern Road Connectivity Project - Award of Contract for the Rehabllitation/lmprovement of Mannar End approach of 'Sangupity' Bridge (4.5 km) on Navatkuli  Keraltivu - Mannar Road (A32) - the proposal made by H.E. the President, in his capacity as the Minister of Highways, Ports and Shipping, to award the above contract to the lowest evaluated substantially responsive bidder at a cost of Rs.I,119 million, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPe), was approved by the Cabinet.

 

07. Contract for the Construction of the Courts Complex at Homagama - the proposal made by Hon. Rauff Hakeem, Minister of Justice, to award the above contract at a cost of Rs.513 million, as recommended by the Cabinet Appointed Procurement Committee (CAPC) was approved by the Cabinet.

 

08. Construction of Nine Storied building Complex (Phase IV) for the Faculty of Medical Sciences, University of Sri Jayewardenepura - the proposal made by Hon. S.B. Dlssanayaka, Minister of Higher Education, to award the above contract as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

09. Establishment of a Faculty of Health Sciences - Eastern University, Sri Lanka -  the proposal made by Hon, S.B. Dissanayake, Minister of Higher Education, to award the above contract to the lowest evaluated substantially responsive bidder at a cost of Rs.277 million, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC). was approved by the Cabinet.

 

10. Construction of three storied building for the establishment of Professorial Units at the Teaching Hospital, Batticaloa for the Faculty of Health Care Sciences of the Eastern University of Sri Lanka - the proposal made by Hon. S.B. Dissanayake, Minister of Higher Education, to award the above contract to the lowest evaluated substantially responsive bidder at a cost of Rs.I85 million, as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

11. Construction of proposed buildings for Faculty of Engineering at Ariviyal Nagar Kllllnoehchl - University of Jaffna - the proposal made by Hon, S.B. Dissanayake, Minister of Higher Education, to award the above contract to the lowest evaluated substantially responsive bidder at a cost of Rs.l,504 million. as recommended by the Standing Cabinet Appointed Procurement Committee (SCAPC), was approved by the Cabinet.

 

12. Bandaranaike Internaticnal Airport Development Project - Phase II - Stage 2 - Design & Post Design Supervision Consultancy Services - it has been observed that with the dawn of peace in the country in 2009, passenger - movements through the Bandaranaike International Airport (BIA) has increased at a rate of 15% and in the year 2013 over 7 million passengers were handled at the BlA. It is expected to increase the total capacity of the BIA to 15 million passengers per annum with the completion of Stage 2 of Phase II Development Project of the BlA. The proposal made by Hon, Piyankara Jayaratne, Minister of Civil Aviation, to proceed with the relevant activities relating to the above, was approved by the Cabinet.

 

13. Memorandum of Understanding between the National University of Singapore. Institute of South Asian Studies and the Lakshman Kadirgamar Institute for International Relations and Strategic Studies (LKIIRSS), Sri Lanka - the objective of this Memorandum of Understanding (MoU) is to 'promote joint research and development activities of mutual interest. The proposal made by Hon, (Prof.) G.L. Peirls, Minister of External Affairs, for the Lakshman Kadirgarmar Institute for International Relations and Strategic Studies of Sri Lanka to enter into a MoU with the National University of Singapore; Institute of South Asian Studies, was approved by the Cabinet.

 

14. Guaranteed Price for Potatoes, Big Onions and Dried Chillies as proposed in the Budget,1014 -  the Government aims to expand domestic agriculture production, ensuring a reasonable price for agricultural produce and creating an uninterrupted access to competitive markets both in Sri Lanka and abroad for value added agricultural products. To meet the above targets, it is proposed to expand the extent under cultivation, use high yielding seeds, utilize improved water management systems, introduce efficient farm management techniques, reduce wastage in transport and provide modem storage facilities. It is proposed to create 50% self sufficiency in potatoes, big onions and dried chillies by 2015 and to export the surplus production by 2020. Accordingly, the proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning, to introduce a guaranteed price for these food items as indicated below and to proceed with the relevant activities, was approved by the Cabinet:

 

  • Guaranteed producer price of lkg of potatoes                    - Rs.80/-
  • Guaranteed producer price of lkg of big onions                   - Rs.60/-
  • Guaranteed producer price of lkg of dried chillies             - Rs.350/-
  • Guaranteed producer price of lkg of seed potatoes         - Rs.160/-
  • Guaranteed producer price. of 1 kg of big onion seeds   - Rs.12.000/-

 

15. A Credit of United States Dollars 110 million from the International Development Association (IDA) of World Bank for the Comprehensive Programme for Improving Climate Resilience - Sri Lanka is a country with great exposure to risks of multi hazards and as such the Government has taken significant steps towards strengthening the legislative and institutional arrangements for disaster risk management while investing to a great extent on emergency preparedness and response capacity, as priority is given for climate change in the country's development agenda. The International Development Association (IDA) of the World Bank has agreed to provide a credit of US $110 million for improving the Climate Resilience Programme. The proposal made by H.E. the President, in his capacity as the Minister of Finance and Planning. to proceed with the related activities, was approved by the Cabinet.

 

16. Impact on Water Supply due to the current drought situation - Hon, Dinesh Gunawardena, Minister of Water Supply and Drainage, brought to the notice of the Cabinet the current position of Major Water Treatment Plants in the country due to the prevailing drought situation, and stated that water levels at the intakes at rivers and reservoirs are receding due to which water supply will have to be curtailed in the near future if the drought prevails.
